SECURITY ISSUE IM MOVING OUT OF MICROSOFT!!

long story short someone hacked into my account somehow i go to account settings/security it doesnt show me that theres anyone logged into my account and the last successful sign in was a month ago when i logged in using my new phone yet someone trying to sign up using my info using my email even tryin to apply for credit cards using my business info and reading my emails thats how i knew someone was logged into my account my emails are already been rread when i woke up privacy.com code email has been read before i woke up uphold tried to reset m 2FA and read the email what i did was log out off everywhere and remove all devices from my account settings i even done a format for my computer and a fresh windows copy and somehow my emails are still being read so someone has access to my account and its not thro my computer or my phone i started to wonder if its an inside man..
i always had issues with the junk going to my inbox and now this.. im done with microsoft im out.
notes: i have a strong background about security stuff and im 101% sure im not hacked thro my pc or phone. i've done many different tests to see if theres any connection to anything suspicious or opened ports or anything of such and the only affected thing is my email
