About Union Territory Government Schemes in India
India's 8 Union Territories — Delhi (NCT), Jammu & Kashmir, Ladakh, Puducherry, Chandigarh, Andaman & Nicobar Islands, Lakshadweep, and Dadra & Nagar Haveli and Daman & Diu — are governed directly by the Central Government through appointed administrators or Lieutenant Governors. Unlike states, UTs do not have their own elected state government (though Delhi, J&K, and Puducherry have limited legislative assemblies).
Residents of all Union Territories are fully eligible for all Central Government schemes like PM Awas Yojana, PM Kisan Samman Nidhi, Ayushman Bharat, PM Vishwakarma Yojana, and many more. Additionally, each UT has its own set of UT-specific welfare programmes for education, housing, health, employment, and women empowerment.
Delhi, being the National Capital Territory, has the largest number of UT-specific schemes including the Delhi Mukhyamantri Mahila Samman Yojana, Delhi EV Policy, and Delhi SC/ST education scholarships. Jammu & Kashmir has a robust set of schemes after its reorganisation as a UT in 2019.

Delhi (NCT) has the most UT-specific schemes — Mukhyamantri Mahila Samman Yojana (₹1,000/month), free bus travel for women, EV subsidy, multiple education scholarships, and more. Jammu & Kashmir also has a strong portfolio including PMSSS, UMEED, Ladli Beti and J&K Horticulture Mission.
Ladakh residents apply through LAHDC offices (Leh/Kargil) or central portals: pmjay.gov.in for Ayushman Bharat, pmayg.nic.in for PM Awas, scholarships.gov.in for NSP. Most central schemes are fully operational in Ladakh since its UT status in 2019.
States have elected governments and fund state-specific schemes from their own budget. UTs are centrally administered. UT residents get all central schemes plus UT-specific schemes funded through the Union Budget. Delhi, J&K and Puducherry have partial legislative assemblies and can pass their own scheme budgets.
