Strangely enough I just had this issue with a fillable tax form in Canada. I tried downloading from various devices and browsers and finally just shortened the name of the PDF. This actually allowed it to open. I had tried opening the file throught Acrobat Reader directly (after ensuring that it was the most up to date - including uninstalling and reinstalling) but that didn't work. It was the simple shortening of the file name that finally allowed the file to open, for some unknown reason.

There are complaints about this from 2018, still no solution other than workarounds. Adobe, get your act together and fix this. There's nothing to fix, except for the misleading text about "waiting", which will do nothing. Save the file (via the link!) and then open it in Adobe Acrobat/Reader directly, not in a browser window. I follow what you said and it still doesn't work...
